Preserved examination lineage
We tested that exact boundary. The failures stayed failures.
The BS-003 → BS-005 sequence prospectively examined whether historically valid standing could silently survive a material change in present state. Earlier findings were preserved where they landed; the supported successor was constituted prospectively rather than created by rewriting a failed predecessor.
SCGA-BS-003
The positive control refused because the required obligation witness was missing. Full discrimination was not established. No rerun, repair, or remap.
SCGA-BS-004
The negative refused, but the positive returned CONSTRAINED / admissible=true rather than the frozen expected PERMITTED. The failure remained a failure.
SCGA-BS-005
Positive control: CONSTRAINED / admissible=true. After the controlled material state transition: REFUSED / admissible=false. The precommitted falsifier was not triggered.
Bounded finding: Under the frozen BS-005 examination, historical validity did not silently retain consequential standing after the examined material change invalidated the prior-state standing required for the same consequence. This does not establish omniscient change detection, universal correctness, or downstream real-world execution enforcement.
The record is append-only in meaning: failed predecessors stay failed; supported successors stand on their own evidence.

V113 prospectively corrected the under-constituted predecessor boundary without rewriting it. Harmonic received the complete constituted governing information required by its interface while the case-specific standing, revalidation, admissibility, and execution disposition answer remained withheld upstream.

Governed response
The PASS is bounded to the frozen discrimination proposition at the governed-response boundary. It does not claim downstream physical causal enforcement.
V113 bounded finding: For the frozen implementation and constituted interface, Harmonic discriminated a standing-preserving change from a standing-defeating change for the same consequential action when supplied complete legitimate information and no case-specific constitutional answer.
V109 and V112 remain preserved predecessors. V113 stands on its own prospectively frozen evidence.

Consequence-specific scope sufficiency
An intact authority chain did not confer standing outside the currently effective delegated scope for the exact consequence.
Concurrent authority precedence
Two valid conflicting authority paths did not create a winner unless precedence itself had been prospectively constituted.
Evidence discipline: Each result is bounded to its frozen proposition, artifacts, responsibility map, and claim ceiling. Harmonic's downstream determination does not rescue an upstream Specialty Pack finding.
